Yes, they give out part of Bangalore Palace for weddings & events. However, price for renting might be little high.

Yes it is. You can always visit google too to be sure. I believe you should avoid public holidays, it might be closed those days.

From what i understand their is a long on going dispute over the grounds the palace stands in. As far as this concerning visiting off the palace i would have thought it would not have any implication but as a general rule i would ask this question to the tourist board off Benglore or India for a more clarification.
